B2B phone numbers in Brazil are open to live sales calls, but two sets of rules shape how you use them: the LGPD, Brazil’s data protection law, covers every named business contact, and Anatel, the telecoms regulator, blocks callers who flood the network with very short calls.
Brazilian mobiles are +55, a two-digit area code, then 9 and eight digits. Scalelist’s 2026 benchmark found a phone number for 85% of a Latin America founder list, mostly Brazilian.
This guide shows you how to read a Brazilian number, what the LGPD and Anatel expect, where WhatsApp fits, when to call from the US, and how to build a Brazilian call list with mobiles.
Can you cold call B2B phone numbers in Brazil?
Yes, within the LGPD and Anatel’s rules on calling behavior. “Não Me Perturbe”, Brazil’s national block list, only stops telemarketing from telecom operators and from banks offering payroll-deducted loans (Anatel), so it does not cover a B2B call from your company.
The LGPD applies to information about any identified natural person, so the director’s mobile on your list is personal data. Legitimate interest is a lawful basis unless the person’s fundamental rights and freedoms prevail (LGPD). We did not research state consumer laws or calling hours, so check both for your sector.
How to read a Brazilian business phone number
Brazilian numbers use country code +55, then a two-digit area code (DDD), then the local number. Since 14 February 2017, every Brazilian mobile has the format 9XXXX-XXXX, so a mobile has nine digits after the area code and starts with 9 (Anatel). Fixed lines kept the old eight-digit format.

- Mobile: (11) 9XXXX-XXXX in São Paulo, +55 11 9XXXX XXXX from abroad, and +55119XXXXXXXX in E.164, the format most dialers and CRMs expect.
- Landline: (11) XXXX-XXXX becomes +55 11 XXXX XXXX. It can be a direct line or a switchboard.
- Quick check: count the digits after the area code. Nine digits starting with 9 is a mobile; eight is a fixed line.
Mobile, landline and WhatsApp: how Brazilian buyers pick up
A Brazilian mobile reaches the person, and the conversation often continues on WhatsApp. In the 2026 Super Panorama survey by Mobile Time and Opinion Box, WhatsApp was installed on 98.3% of Brazilian smartphones, 97% of its users opened it every day or almost every day, and 79.5% had talked to a brand or company on it in the past 12 months (Mobile Time).

That is a consumer survey, not a B2B one, but it shows how normal it is in Brazil to talk to a company on WhatsApp. The rule that matters is WhatsApp’s own: under its Business Messaging Policy, you may only contact people on WhatsApp if they gave you their number and you received opt-in permission to send them messages or calls (WhatsApp Business Messaging Policy).
A number from a data provider is not that opt-in. So call first, and move to WhatsApp after a yes.

Which number to call in the first place, and why the mobile usually wins, is covered in direct dial vs mobile vs switchboard. For other ways to get a number, see how to find direct dial phone numbers.
Brazilian calling rules: Anatel and Não Me Perturbe
Anatel regulates calling behavior, not whether a call is B2B or B2C (Chamadas abusivas):
- Short calls get you blocked. Carriers must block users who place an excessive daily volume of short calls, and since 1 June 2024 a short call is any call of up to 6 seconds, whoever hangs up. Anatel reports more than 1,200 company blocks and almost R$40 million in fines over four years.
- High volume needs authentication. Callers above 500,000 calls a month, counting every number under the same company registration (CNPJ), must use call authentication.
- The 0303 prefix is optional. Anatel created 0303 for active telemarketing in 2021 and made it optional on 14 August 2025 (Anatel 0303).
- Não Me Perturbe covers telecom operators and payroll-loan banks only.
If your team uses a parallel or power dialer, the 6-second rule is the one to watch: answered calls dropped within seconds look like the pattern carriers are told to block. For rules in other countries, see our guide to B2B cold calling laws.
B2B contact data in Brazil: what the LGPD requires
The LGPD, Brazil’s General Data Protection Law (Law 13,709 of 2018), covers B2B contact data in Brazil the same way it covers consumer data: what counts is a named person, not the purpose of the call.
- Personal data: any information about an identified or identifiable natural person (article 5), so a work mobile tied to a name is covered.
- Lawful basis: legitimate interest can apply (article 7), except where the person’s fundamental rights and freedoms prevail.
- Objections: the person can object to processing done without consent if it breaches the law (article 18), so honor every “please don’t call me” the same day.
- Penalties: fines of up to 2% of the company’s revenue in Brazil, capped at R$50 million per infraction (article 52).
Keep the source and date on every record, so you can answer “where did you get my number?” in one sentence.
Time zones and the best time to call Brazil from the US
Brazil has four time zones and no daylight saving time: Decree 9,772 ended it in April 2019 (Decree 9,772). The zones are set by Decree 2,784 of 1913, as amended in 2013 (Decree 2,784).

New York runs UTC-5, and UTC-4 from the second Sunday in March to the first Sunday in November (15 U.S.C. 260a). So São Paulo is 2 hours ahead of New York from November to March and 1 hour ahead the rest of the year.
The published data points to mid-morning local time: Orum’s 2024 data shows connect rates “peaking at 10 am (local time)” (Orum), and Gong’s 300M+ calls show 8% connecting at 10 AM against 6% by 6 PM (Gong).
- New York: 10 AM in São Paulo is 8 or 9 AM, inside your own morning.
- Los Angeles: it is 5 or 6 AM, so West Coast teams call São Paulo in its afternoon (15 U.S.C. 261).
- Manaus and Cuiabá are one hour behind São Paulo, and Rio Branco two, so split national lists by zone.

Brazil coverage: market size and the Latin America benchmark
Scalelist’s Lead Finder matches over 58.3 million profiles in Brazil, over 2.7 million of them decision makers at director level and above (September 2026). These are searchable profiles, not verified contacts, and can include people matched on a past role, so treat them as upper bounds.
Brazil is the closest our benchmark comes to a country result. The Latin America list was 100 founders and CEOs, mostly in Brazil. On that list, Scalelist found a phone number for 85% and an email for 86%; the next best provider found a phone number for 24%, and Apollo was not tested.

That is still a regional result, not a Brazilian rate, and any phone number counted. Our study of mobile coverage by country explains what is measured and what is pending, and the full table is on our provider comparison.
How to find Brazilian business mobiles with Lead Finder
Scalelist’s Lead Finder turns one plain-English sentence into a list of matching people, then finds their mobiles and verified work emails.

1. Describe your Brazilian buyer in one sentence
Example: “Operations directors at private hospitals in São Paulo state with 200 to 2,000 employees.” Lead Finder shows what it understood (title, industry, location, company size) and how many people match before you spend a credit. Sizing is free.
2. Add the people you want
Each lead added costs 1 credit. Putting the state in the sentence keeps the list in one time zone.
3. Find mobiles and emails
A mobile costs 20 credits when found. An email costs 1 credit when found and comes labeled Valid or Risky. A miss costs nothing.
4. Call first, then WhatsApp
Export the list as a CSV or send it to HubSpot or your sequencer, and log each WhatsApp opt-in on the record once you get it. Already have names and companies? The Mobile Finder adds mobiles to your CSV.
What 250 Brazilian prospects cost: 250 leads cost 250 credits, and 250 mobiles cost at most 5,000 more, so at most 5,250 credits. Every miss lowers the total. On the 10,000-credit plan (349 USD a month), each mobile found works out to about 0.70 USD.
A Brazilian call opener with the WhatsApp ask
The call earns the right to the second channel, so end the opener with a question about WhatsApp, not a meeting request.
If she is interested: Can I send you a two-line summary on WhatsApp at this number? (Posso te mandar um resumo rápido por WhatsApp neste número?)
If she objects: Understood, I'll remove your number today. Thank you.
- One reason tied to her job. It is also the heart of your legitimate interest.
- Ask before you WhatsApp. Her yes is the opt-in WhatsApp’s policy asks for; log it with the date.
- Stop means stop, on the phone, on WhatsApp and in your CRM.
More openers to adapt: cold call opening lines.
Common challenges with Brazilian business numbers
Most Brazilian calling problems come from dialer settings, WhatsApp shortcuts and missing source records.
Your dialer hangs up fast
Let calls ring, and never drop an answered call within seconds. Short calls are the signal Anatel tells carriers to act on.
Your team wants to start on WhatsApp
Start on the phone. WhatsApp’s policy requires the person’s opt-in to receive your messages or calls, and a number from a list is not an opt-in.
Someone asks where you got their number
Answer from the source and date on the record, offer to remove them, and log the objection. The LGPD gives people the right to object.
Your list spans more than Brazil
Rules and time zones change at every border. Compare UK business mobiles, German business mobiles and Australian business mobiles.
What to look for in a provider of Brazilian contact data
For Brazil, published Latin America coverage matters most, because providers differ widely there.
- Published Latin America coverage: several providers found numbers for fewer than 1 in 10 people on our list.
- A Data Processing Agreement, a published sub-processor list and an opt-out for the people in its data.
- Your uploads stay yours: contact data you submit is not added to the provider’s database.
- Mobile numbers in full international format, so your dialer and WhatsApp read them the same way.
- Charged only when a mobile is found.
How Scalelist helps
Scalelist, an AI lead finder, is where you get the mobile number, not just the email. It finds and verifies contact details on demand rather than serving a pre-compiled list. It operates under the GDPR and Singapore’s PDPA, with a Data Processing Agreement, Standard Contractual Clauses and a published sub-processor list (trust center).
- 20 credits per mobile found, 0 for a miss: about 0.80 USD per mobile on the 5,000-credit plan and about 0.65 USD on the 20,000-credit plan.
- Free sizing of any Brazilian segment, state by state.
- Your process stays yours: the WhatsApp opt-in, dialer settings and objection handling remain your steps.

Describe your Brazilian buyerFAQ
What does a Brazilian mobile number look like?
It is +55, a two-digit area code, then nine digits starting with 9: +55 11 9XXXX XXXX for São Paulo, or +55119XXXXXXXX in E.164. Anatel completed the move to the 9XXXX-XXXX format on 14 February 2017. Landlines keep eight digits after the area code, so the digit count tells you the line type.
Is B2B cold calling legal in Brazil?
Yes, within the rules. Não Me Perturbe only blocks telemarketing from telecom operators and payroll-loan banks. The LGPD covers the named person’s data, Anatel has carriers block callers who place excessive volumes of calls of 6 seconds or less, and state rules may add limits. This is not legal advice.
Does the LGPD apply to B2B phone numbers in Brazil?
Yes. The LGPD covers information about any identified natural person, so a director’s work mobile is personal data. Legitimate interest can be your lawful basis unless the person’s fundamental rights prevail, people can object, and fines reach 2% of Brazilian revenue, capped at R$50 million per infraction. This is not legal advice.
Can I message Brazilian prospects on WhatsApp first?
Not under WhatsApp’s own rules. Its Business Messaging Policy lets you contact people on WhatsApp only if they gave you their number and you received their opt-in to receive your messages or calls. A number from a list is not an opt-in. Call first, ask whether you can continue on WhatsApp, and log the yes.
Do I need the 0303 prefix to call Brazil?
No. Anatel created the 0303 prefix for active telemarketing in 2021 and made it optional on 14 August 2025. Callers that place more than 500,000 calls a month across all numbers under the same company registration must use call authentication. This is not legal advice.
How many B2B phone numbers in Brazil can Scalelist find?
Scalelist matches over 58.3 million profiles in Brazil, over 2.7 million of them decision makers (September 2026). We have no Brazilian coverage rate yet: on our 2026 Latin America list, mostly Brazilian, Scalelist found a phone number for 85%. Each mobile costs 20 credits when found and nothing when it is not.
