A CIO email list that books meetings is small, aimed at organizations large enough to have a real CIO, and paired with the IT leaders who run the evaluation. Each contact needs a verified work email, and the directors you plan to call need a mobile number.
The fastest way to build one is to describe the CIOs you want in one sentence, see how many match for free, and pay only for what is found. Scalelist does not sell a pre-built CIO file; below is how to build yours, account by account.
How many CIOs are there in the US?
Scalelist’s Lead Finder matches over 46,000 US profiles titled CIO or chief information officer, as of 27 September 2026. These are matching profiles, not verified contacts, and they can include past roles, so treat the number as an upper bound.
There is no official CIO count. The federal occupation system has no CIO-only code: a search for “chief information officer” in O*NET returns chief executives and computer and information systems managers. The Bureau of Labor Statistics counts 670,570 computer and information systems manager jobs (May 2025, BLS OEWS), a group that also covers IT directors and IT managers.

Where US CIOs work, by company size

The CIO title appears at every company size. At 50 employees or fewer it often belongs to a founder, a consultant or a fractional CIO. Most vendors selling to CIOs should start above 1,000 employees, where the 14,000+ CIOs usually own an IT budget and a team.
Who else belongs on a CIO list?
A CIO list should carry two or three contacts per account, because CIOs at large organizations approve decisions their teams prepare. Scalelist matches over 18,000 US IT directors and VPs of IT and over 19,000 CISOs at organizations with more than 1,000 employees.

The guide to finding the decision maker at any company shows how to map the rest of the account. If you also sell below the CIO level, build a separate IT decision makers list.
What should a CIO email list include?
A CIO email list needs the person, the account and three fields that change how you approach an executive: organization size, sector and time in role.
| Field | Why it matters for CIO outreach |
|---|---|
| Name and exact title | CIO, CTO and VP of IT own different budgets |
| Organization and domain | Groups the CIO with the director and CISO at the same account |
| Work email and status | Valid, Risky or Not found decides how you send |
| Mobile number | Mostly for the director you will call |
| Organization size | Separates a budget-owning CIO from a title at a 20-person firm |
| Sector | Hospitals, banks, universities and agencies buy in different ways |
| Location and time zone | Sets calling hours |
| Time in role | A CIO in the first months sets priorities and reviews vendors |
| Date found | Tells you when to rebuild |
Should you buy a CIO mailing list or build one?
Build one. A bought CIO mailing list is compiled before you pay, and CIO seats turn over: Scalelist matched 240 CIOs at large US organizations who started in the last 3 months. A file from last year can name the predecessor.
| Factor | Bought CIO file | CIO list you build |
|---|---|---|
| Freshness | Compiled before you bought it | Found the week you send |
| Verification | One status for the file, or none | Valid, Risky or Not found per email |
| Cost | Per record or per file, paid upfront | 1 credit per email found, 20 per mobile, misses free |
| Compliance | You inherit the seller’s sourcing and opt-outs | Your sentence, your opt-outs |
| Mobile numbers | Rarely included | For every director you plan to call |
| Account structure | A flat file of CIOs | CIO, director and CISO per account |

How to build a CIO email list in Scalelist
Nadia Grant sells Vaultline, a backup and recovery platform, from Boston (a fictional company). Her buyers are hospital systems. She builds a two-level list in four steps.
1. Describe the CIOs in one sentence
She types “CIOs at US hospitals and health care organizations with more than 1,000 employees” into Scalelist’s Lead Finder.

2. Check what it understood and the count
Lead Finder shows the chips it read and how many people match, at no cost. On 27 September 2026 the sentence matched 1,706 people.

3. Add the directors at the same accounts
Run a second sentence for the level below: “IT directors and VPs of IT at US hospitals and health care organizations with more than 1,000 employees” matched 2,354 people. Keep the director and the CIO from each account you want.
4. Reveal and send by status
Reveal emails (1 credit each, only if found) for both contacts and mobiles (20 credits each, only if found) for the directors. Every email is verified and labeled Valid or Risky; the Email Verifier runs the same check on any address you already hold.
What 500 CIO-list contacts cost
Nadia picks 250 hospital systems and two contacts at each: 500 contacts.
| Build for 250 accounts | Credits (maximum) |
|---|---|
| CIO and director, emails only | 1,000 |
| Plus mobiles for the 250 directors | 6,000 |
| Plus mobiles for the 250 CIOs | 11,000 |
The middle build fits the Scaler 10K plan at 349 USD a month with 4,000 credits to spare. Anything not found costs 0. See Scalelist pricing.
Describe the CIOs you sell to and see how many match before you spend a credit.
Describe your buyer in one sentenceCIO segments and sample prompts
CIOs buy differently by sector, so each sector below gets its own sentence. Counts are matching US profiles on 27 September 2026.
| Segment | Sentence to type in Lead Finder | Matches |
|---|---|---|
| Hospitals | CIOs at US hospitals and health care organizations with more than 1,000 employees | 1,706 |
| Banks | CIOs at US banks and financial services companies with more than 1,000 employees | 1,463 |
| Higher education | CIOs at US colleges and universities | 2,808 |
| Government | CIOs at US government agencies | 2,829 |
| Manufacturing | CIOs and VPs of IT at US manufacturers with more than 1,000 employees | 1,982 |
| New in the seat | CIOs at US companies with more than 1,000 employees who started in the last 3 months | 240 |
Run the new-in-the-seat sentence every month. The first 90 days guide for new executives covers what to say.
How to reach CIOs
CIOs answer outreach that names a business risk they will be asked about, then routes them to the right person on their team. They rarely reply to feature lists or demo requests.
- Write about an outcome. Downtime, recovery time, audit findings, vendor count, a project that is late.
- Ask who owns it. A referral request is easier to answer than a meeting request, and a CIO’s forward carries weight with the director.
- Call the director, not the CIO. CIOs at large organizations often have an assistant screening calls; our gatekeeper guide helps when you do call.
- Use sector peers. A health system CIO cares what other health systems did. Name them only with permission.

Hi Michael,
If ransomware hit St. Brendan Health tonight, how long would it take to restore your core systems from backup?
Vaultline restores full systems from immutable backups for health systems with 1,000 to 10,000 employees. [One result from a similar health system, with the number.]
Who on your team owns backup and recovery? I will take it to them.
Nadia Grant, Vaultline

CIO email list compliance: email, calls and public sector rules
Cold email to CIOs is legal in the US under the CAN-SPAM Act when you follow it; the FTC notes that “the law makes no exception for business-to-business email.” This is a summary, not legal advice.
- Email: truthful headers and subject lines, an ad disclosure, your valid postal address, and opt-outs honored within 10 business days. Each violating email can cost up to 53,088 USD (FTC guide).
- Calls: live B2B sales calls are mostly exempt from Do Not Call rules (FTC). Autodialed, prerecorded or AI-voice telemarketing calls to a mobile need prior express written consent (47 U.S.C. 227); Do Not Call rules also cover wireless numbers (47 CFR 64.1200).
- Public sector: during an open bid, many agencies and universities restrict vendor contact with the people evaluating it. Read the solicitation before you email.
- Outside the US: CIOs in the EU or UK bring in the GDPR (is B2B contact data legal); calling rules by country are in our B2B cold calling laws guide.
Scalelist operates under the GDPR and Singapore’s PDPA, with a Data Processing Agreement, Standard Contractual Clauses and a published sub-processor list. Contact data you submit is never added to Scalelist’s database.
Other executive lists
CIOs rarely buy alone. From the lead list guide, build the other roles on the account as separate lists: the CFO who signs above a threshold, and the HR leaders behind any people-system project.
Build a current CIO list with verified emails and mobiles, and pay only for what is found.

How many CIOs are there in the US?
Scalelist’s Lead Finder matches over 46,000 US profiles titled CIO or chief information officer (September 2026), and over 14,000 at organizations with more than 1,000 employees. No official CIO count exists: the BLS groups CIOs with chief executives or with computer and information systems managers (670,570 jobs in May 2025).
Can you buy a CIO email list?
Yes, brokers sell them, but a bought file is compiled before you pay and can name CIOs who have already moved on. Building your own chief information officer email list gives you only the sectors and sizes you sell to, verified the week you send, with the IT director and CISO from the same accounts.
Is a CIO mailing list different from a CIO email list?
Usually not: both mean a list of CIO contacts for outreach. Some brokers use “CIO mailing list” for postal addresses sold for direct mail. For outbound sales you want named CIOs with a verification status on every work email, plus mobiles for the IT leaders you plan to call.
How much does a CIO email list cost?
With Scalelist, at most 2 credits per contact with a verified email and 22 with an email and a mobile; misses are free. For 250 accounts with a CIO and a director each, emails for both and mobiles for the directors cost at most 6,000 credits, within the Scaler 10K plan at 349 USD a month.
Should I contact the CIO or the IT director?
Both, with different jobs. Email the CIO about an outcome and ask who owns it. Call the IT director or VP of IT, who runs the evaluation day to day. At companies under 1,000 employees, the IT director is often the top IT person; see the IT decision makers list instead.
What is the difference between a CIO and a CTO for outreach?
A CIO usually runs internal IT: systems, infrastructure, security and vendors. At software companies, a CTO usually runs engineering and the product. Scalelist matches over 98,000 US CTO profiles, more than twice the CIO count, so write “CIO” or “CTO” in your sentence based on what you sell.
