A recruiter email list that books meetings is split in two before you write a word: agency recruiters, who work for staffing and search firms, and in-house talent acquisition (TA) teams, who hire for their own company. They buy different tools for different reasons, and technical recruiters need a list of their own.
Each contact needs a verified work email, and the ones you plan to call need a mobile number. The fastest way to build the list: describe each segment in one sentence, check the count for free, and pay only for what is found. Scalelist does not sell a pre-built recruiter file; below is how to build yours.
How many recruiters are there in the US?
Scalelist’s Lead Finder matches over 745,000 US profiles titled recruiter, senior recruiter, technical recruiter, talent acquisition specialist or partner, or recruiting coordinator, as of 28 September 2026. These are matching profiles, not verified contacts, and they can include past roles, so treat the number as an upper bound.
There is no recruiter-only occupation code. The Bureau of Labor Statistics (BLS) counts 912,430 human resources specialist jobs (BLS OEWS, May 2025), and O*NET lists recruiter and corporate recruiter among that occupation’s titles, next to HR generalists. On the agency side, the American Staffing Association counts around 27,000 US staffing and recruiting companies (2021 data).

Agency recruiters vs in-house talent acquisition
Agency and in-house recruiters do similar daily work but buy for different reasons, so every contact on a recruiter list needs a flag for its side. Scalelist matches over 155,000 US recruiter profiles at staffing and recruiting firms, about 21% of the total. The rest work for employers in every other industry.

Here is how the two sides differ when you sell to them. This is practitioner guidance, not measured data.
| Agency recruiters | In-house talent acquisition | |
|---|---|---|
| Employer | Staffing, search and recruiting firms | The company that is hiring |
| Measured on | Placements, fees, time to submit | Time to fill, hiring manager satisfaction |
| Who signs for tools | Owner, partner or branch manager | Head or director of TA, sometimes HR |
| What they buy | Job boards, staffing software, sourcing data, checks on placed workers | ATS, assessments, background checks, job ads |
| First contact | The owner, at firms under 200 people | The TA manager or director |
Technical recruiters are their own list
Scalelist matches over 61,000 US technical and IT recruiters, and about a quarter of them (15,408) work at staffing firms. They screen engineers, so they care about coding assessments, technical sourcing and interview scheduling. Write “technical recruiters” in your sentence, or they get buried in the general list.
Who buys a recruiter email list?
Vendors whose product sits inside the hiring process buy recruiter lists: HR tech, job boards, background check providers, assessment tools and staffing software. Each should start with the title that signs.

What should a recruiter email list include?
A recruiter email list needs the fields Lead Finder returns, plus two you add from your own research: open roles and the applicant tracking system (ATS) in use.
| Field | Why it matters for recruiter outreach | Where it comes from |
|---|---|---|
| Name and exact title | Separates the TA leader who signs from the recruiter who uses | Lead Finder |
| Company, domain and industry | A staffing firm or an employer: decides the pitch | Lead Finder |
| Company size | The owner of a 20-person agency buys alone | Lead Finder |
| Work email and status | Valid, Risky or Not found decides how you send | Lead Finder |
| Mobile number | Recruiters work the phone; a mobile reaches them between calls | Lead Finder |
| Time in role | A new head of TA reviews the hiring stack | Lead Finder (“started in the last 3 months”) |
| Open roles and desk | Hiring volume and specialty: tech, healthcare, light industrial | Job posts |
| ATS in use | Decides whether your product plugs in | Your research |
Open roles are the strongest trigger here; see finding leads at companies that are hiring.
Should you buy a recruiter mailing list or build one?
Build one. Recruiters change seats often and move between agency and in-house roles: Scalelist matched 666 US TA leaders who started a new role in the last 3 months. A recruiter mailing list compiled last year emails the predecessor.
| Factor | Bought recruiter mailing list | Recruiter email list you build |
|---|---|---|
| Freshness | Compiled before you bought it | Found the week you send |
| Verification | One status for the file, or none | Valid, Risky or Not found per email |
| Agency or in-house | Often mixed in one file | One sentence per side |
| Cost | Per record or per file, paid upfront | 1 credit per email found, 20 per mobile, misses free |
| Mobile numbers | Rarely included | For every contact you plan to call |
The general trade-offs are in our guide to building or buying a B2B email list.
How to build a recruiter email list in Scalelist
Rachel Moreno sells Verity Screening, a background check service, from Austin, Texas (a fictional company). She sells to in-house TA teams at mid-size employers and to staffing agencies that screen the workers they place. She builds two lists in four steps.
1. Describe the in-house buyers in one sentence
She types “Talent acquisition managers, directors and heads of talent acquisition at US companies with 201 to 5,000 employees” into Scalelist’s Lead Finder.

2. Check what it understood and the count
Lead Finder shows the chips it read and how many people match, before any credit is spent. On 28 September 2026 the sentence matched 7,992 people. If a chip is wrong, rephrase the sentence and run it again; sizing is free.

3. Add the agency list as a separate search
Her second sentence, “Owners, partners and CEOs of US staffing and recruiting firms with 11 to 200 employees”, matched over 18,000 people. It stays a separate list, because an agency owner hears a pitch about placed workers and margin, not candidate experience.
4. Reveal emails first, mobiles for the calls
Add the people you want (1 credit per lead) and reveal work emails (1 credit per email found). Every email is verified and labeled Valid or Risky; send Risky ones from a secondary domain (why catch-all emails need care). Reveal mobiles (20 credits each, only if found) for the people you will call.
What 500 recruiter contacts cost
| Step | Credits (maximum) |
|---|---|
| 500 TA leaders and agency owners, with emails | 1,000 |
| Mobiles for the best 150 | 3,000 |
| Total | 4,000 |
The total fits the Scaler 5K plan at 199 USD for one month, with 1,000 credits left that roll over (up to twice the monthly allocation while you are subscribed). Anything not found costs 0. All plans are on Scalelist pricing.
Describe the recruiters you sell to and see how many match before you spend a credit.
Describe your buyer in one sentenceRecruiter segments and sample prompts
Each recruiter segment below needs its own sentence and its own email. Counts are matching US profiles on 28 September 2026.
| Segment | Sentence to type in Lead Finder | Matches |
|---|---|---|
| In-house TA leaders | Talent acquisition managers, directors and heads of talent acquisition at US companies with 201 to 5,000 employees | 7,992 |
| Agency owners | Owners, partners and CEOs of US staffing and recruiting firms with 11 to 200 employees | over 18,000 |
| Agency desk leaders | Recruiting managers, recruiting directors and branch managers at US staffing and recruiting firms with 11 to 500 employees | 7,365 |
| Technical recruiters | Technical recruiters and IT recruiters in the US | over 61,000 |
| Health system TA | Talent acquisition leaders at US hospitals and health systems with more than 1,000 employees | 1,454 |
| New in the seat | Talent acquisition leaders at US companies who started in the last 3 months | 666 |
Run the new-in-the-seat sentence monthly; it pairs with job change prospecting.
How to reach recruiters and TA leaders
Recruiters answer outreach that names a hiring problem they have this month. They are pitched every week, so a generic “hiring platform” email is easy to skip.
- Open with the open roles. Job posts are public. Name the count and the role type.
- Use their metric. In-house: time to fill, offers that fall through, start dates that slip. Agency: time to submit, fill rate, fees lost to a faster firm.
- Pick the side. Never send the in-house email to an agency owner.
- Call. Recruiters live on the phone. A 30-second call with one clear question often beats a third email.
Hi Marcus,
I saw Lakeview Logistics posted [number] warehouse roles in Columbus this month. When that many people start at once, background checks are usually where start dates slip.
Verity Screening runs checks for employers hiring hourly teams at that volume. [One result from a similar employer, with the number.]
Is screening turnaround on your list this quarter, or is someone else on your team closer to it?

Recruiter email list compliance: email, calls and the GDPR
Cold email to recruiters is legal in the US under the CAN-SPAM Act when you follow it; the FTC says “The law makes no exception for business-to-business email.” This is a summary, not legal advice.
- Email: truthful headers and subject lines, a clear ad disclosure, your valid postal address, and opt-outs honored within 10 business days. Each violating email can cost up to 53,088 USD (FTC CAN-SPAM guide).
- Calls: most live sales calls to businesses are exempt from Do Not Call rules (FTC). Autodialed, prerecorded or AI-voice telemarketing to a mobile needs prior express written consent (47 U.S.C. 227), and Do Not Call rules extend to wireless numbers (47 CFR 64.1200).
- Personal mobiles: many recruiters work from a personal phone. Do Not Call protection follows the personal nature of a number, not the purpose of the call, so dial by hand and keep your own opt-out list.
- Outside the US: EU and UK recruiters bring in the GDPR (is B2B contact data legal); state and country rules are in our B2B cold calling laws guide.
Scalelist operates under the GDPR and Singapore’s PDPA, with a Data Processing Agreement, Standard Contractual Clauses and a published sub-processor list. Contact data you submit is never added to Scalelist’s database.

How many recruiters are there in the US?
Scalelist’s Lead Finder matches over 745,000 US recruiter and talent acquisition profiles (September 2026), about 1 in 5 at staffing and recruiting firms. The BLS has no recruiter-only code: it counts 912,430 human resources specialist jobs (May 2025), a group that includes recruiters.
Can you buy a recruiter email list?
Yes, brokers sell them, but a bought file is compiled before you pay, recruiters change seats often, and agency and in-house recruiters are mixed together. Building your own recruiter email list gives you one segment per sentence, verified the week you send, with mobiles for the people you call.
Is a talent acquisition email list different from a recruiter email list?
Usually, yes. A recruiter email list covers everyone who recruits; a talent acquisition email list usually means in-house TA teams and their leaders. If you sell to employers, target talent acquisition managers, directors and heads of TA. If you sell to agencies, target owners and recruiting managers at staffing firms.
How much does a recruiter email list cost?
With Scalelist, at most 2 credits per recruiter with a verified email and 22 with an email and a mobile; misses are free. 500 contacts with emails cost at most 1,000 credits. Adding mobiles for the best 150 costs at most 3,000 more, which fits the Scaler 5K plan at 199 USD for one month.
Should I target agency recruiters or in-house recruiters?
Target the side that buys your product. Staffing software and sourcing data sell to agency owners and recruiting managers. ATS and assessments sell to in-house TA leaders. Background checks and job boards sell to both: build two lists and write two emails.
How do I build a technical recruiter email list?
Write “technical recruiters and IT recruiters in the US” in Lead Finder, then add an industry or a company size. Scalelist matches over 61,000 US technical and IT recruiters, about a quarter of them at staffing firms. Pair them with their TA director if you sell assessments, because the director usually signs.
